Perhaps?

I would indeed hope that in light of the Uvalde shooting that immediate action would be taken. The Federal government cannot tackle this gun violence problem alone. It's going to take everbody, from voters, to city, municiple, county, and state officials to enact a plan to boost security in our schools. This is a dire emergency. We must act fast, but local communities in remote areas need Federal assistance. This is an idea that I brainstormed and then l created a scripted scene:

STATE OF THE UNION ADDRESS
JULY 20th, 2022
From the White House briefing: President Biden announces nationwide vigil for mass shootings; enlists congressional submitee to structure a plan to demand all public schools have security lock systems, bulletproof windows and security checkpoints.
A tidbit of this imagined conversation:

"As l have stepped up to the podium to address this gut-wrenching challenge of facing our nation's worst epidemic, gun violence, l first of all, plead Americans to take a moment of silence for the families and loved ones of these precious children and schoolteachers whose lives have been ruthlesly ripped away..."
"In this address my colleagues and Congressional staffers are working to draft a bill that would require all public schools upgrade their security systems and that all public schools meet all Federal safety, fire, and security standards. Let me be clear, this bill will become a Federal mandate once the bill is signed into law. We are drafting an emergency disaster plan in funding undeserved schools in rural areas and find means of providing workers and jobs to these communities. Our goal us to restructure these school security systems in that they will again be safe havens for our kids. They are in the most dire need..."
"...my fellow Americans, how can we REALLY reverse gun violence? Go to the polls for Christ's sake. Vote as if your life depended on it. Call your Senators, your elected officials. Restructuring schools is going to take a community effort, local and statewide. There are no easy answers, but we can work together as fellow Americans to make the future SAFE for our children..."

So as l imagined this scenario, l wonder if President is going to, or has already spoken what l have quoted, though not (as of yet?) in actual reality.
